Thank you for all of the comments. The reason for the low cost (though very expensive for Nepal standards) is not due to lack of bureaucracy. Nepal is a massively bureaucratic country where projects might take years to complete and construction depends on where the election cycle is it. The likely reason for the low cost is due to low labor cost in a place where many people still live off the land. As mentioned, the project was carried out almost entirely locally except for the motor. Rather than coming from a centralized factory 1000 kilometers a way, the parts were certainly produced in local shops with some things perhaps coming from Pokhara and Kathmandu.

A further note, I was told yesterday that the ropeway was funding by a group of over 100 private investors. Everyone was very passionate about completing the project once they understood the idea. Also, note that I added an English translation. The person who showed me the ropeway is the principal of an English school, so I wanted him to be able to see the report in English.

Overall, it was a fun adventure. I visited after trekking the Annapurna Circuit. In order to get to Kushma I took a 9 hour bus ride out of the mountains. It was 9 hours of misery and for the last hour a man brought a goat on board, which immediately started peeing and pooping on the floor. I hope he had to pay a fare for the goat as well as himself, but somehow I doubt it.

Pour me rendre à Koushma, j'ai pris un trajet en bus de 9 heures hors des montagnes. C'était 9 heures de misère et pendant la dernière heure, un homme a amené une chèvre à bord, qui a immédiatement commencé à pisser et chier sur le plancher. J'espère qu'il a dû payer le prix du billet pour la chèvre aussi bien que pour lui-même, mais j'en doute.
